How CIMA+ Leveraged AirSage Safety Events Data to Advance Proactive Road Safety for Transport Canada

Challenge
Traditional road safety programs rely heavily on historical collision data to identify locations requiring intervention. While effective, collision-based approaches are inherently reactive because they depend on collisions having already occurred.
As part of a Transport Canada research initiative, CIMA+ investigated how Connected Vehicle (CV) data could complement traditional road safety practices by providing proactive, network-wide insights into driver behaviour, safety risks, and operating speeds. The project focused on four key applications: network-wide safety assessment, location-based safety analysis, speed management and interactive visualization tools
To support these objectives, CIMA+ required a CV dataset that could provide both vehicle movements and safety event information across large geographic areas.
Why AirSage?
Having successfully worked with AirSage on previous projects, CIMA+ selected AirSage's connected vehicle data because it aligned closely with the project's objectives. AirSage provided movement and Safety Events data from connected vehicles, network-wide geographic coverage, and timely delivery of high-quality datasets. These datasets provided the foundation needed to explore new proactive safety methodologies alongside traditional crash analysis.
Analysis
Enhanced Network-Wide Safety Assessment AirSage Safety Events data improved the calibration and predictive performance of traditional Safety Performance Functions (SPFs), with modest improvements in prediction accuracy across multiple facility types. While the resulting network screening rankings remained largely unchanged, the analysis demonstrated that CV data can strengthen established safety assessment methods while maintaining consistency with traditional engineering practices.
Proactive Identification of Potential Safety Risks Because safety events occur more frequently than collisions, CIMA+ used AirSage data to identify locations exhibiting elevated levels of harsh braking and acceleration that may not have been highlighted through collision-based network screening alone. This provided agencies with an additional tool to proactively investigate locations before more severe safety issues emerge.
Location-Based Safety Analysis AirSage data enabled CIMA+ to conduct detailed, location-based safety assessments at intersections and along road segments. By analyzing the spatial distribution of safety events and vehicle movements, CIMA+ gained insight into site-specific conflict patterns that are not typically visible through collision records alone, supporting more targeted safety reviews and operational assessments.
For example, the image below presents individual safety events together with their associated turning movements and event types. In this example, the northbound and southbound approaches exhibit the highest frequency of events, highlighting areas that may warrant further investigation. These insights help practitioners identify potential conflict patterns, support location-specific safety diagnoses, and complement traditional collision datasets by providing additional proactive information on roadway safety performance.
Network-Wide Speed Monitoring AirSage movement data enabled the development of operating speed maps and dashboards across municipal road networks. CV speeds showed strong correlation with field measurements, supporting the use of CV data for identifying speeding concerns and monitoring speed trends at scale.
Conclusions
CIMA+ found that Safety Events data is a valuable resource for network-wide assessments, including proactive safety evaluations and speed mapping. The company successfully completed the Transport Canada project and developed safety solutions for partner municipalities. The full report will be available in the coming months.
